• Explore the establishment of a "Voluntary Building Maintenance Facilitation Scheme" to assist owners in buildings without owners' corporations in applying for statutory inspections and necessary repairs conducted by the Buildings Department, with costs shared among owners.

• Optimize government maintenance grant scheme or the Urban Renewal Authority's "Smart Tender," including providing designated consulting firms as "appointed consultants" to expedite project preparation, tendering, and inspection, while preventing bid-rigging.

• Launch a new phase of the "Operation Building Bright" to accelerate the implementation of building improvement projects.

Advance Practical Environmental Protection & Waste Reduction

• Relax the current signature requirement of at least 200 households for the special project "Supporting Residential Buildings in Adopting Smart Bins Technology in Food Waste Collection and Recycling."

• Increase the number of recycling points, particularly in rural areas, and enhance incentives such as vouchers, utility bill rebates, and improved point redemption mechanisms.
