Develop Comprehensive Public Chinese Medicine Services

• Expand the Voluntary Health Insurance Scheme to cover Chinese medicine hospital services and enhance Chinese medicine services at District Health Centers.

• Actively consider including key Chinese medicine treatments in the Chronic Disease Co-Care Pilot Scheme to strengthen its role in primary healthcare.

• Regularly review utilization of subsidized Chinese medicine outpatient services and increase capacity through Chinese Medicine Clinics cum Training and Research Centres.

• Expedite the implementation of referral mechanisms between Chinese medicine practitioners and other healthcare professionals to foster interdisciplinary collaboration.

• Further develop integrated Chinese-Western medicine services by expanding treatable conditions and services, as well as waiving the $120 per-treatment fee for inpatients through additional funding.

Enhance Public Health Screening Services

• Launch atrial fibrillation screening for citizens aged 60 and above.

• Increase the number of certified mammography clinics and introduce osteoporosis screening at "Women Wellness Satellites" to encourage regular women's health check-ups.

• Leverage the successful experience of Colorectal Cancer Screening Programme to strengthen public education on breast cancer, accelerate the adoption of advanced screening technologies (such as 3D mammography combined with AI), expedite the inclusion of new drugs in the safety net, and enhance support for breast cancer survivors and recurrence prevention.

• Actively consider providing free HPV vaccinations for women aged 26 and below, with long-term plans to include eligible males in the vaccination program.
