DAB launches Harbour-front platform to bridge six districtsPlans Harbour-front festival to celebrate the 30th anniversary of the return to the Motherland

To unlock the economic and leisure potential of Victoria Harbour, DAB today (20 August) launched a collaboration Harbour-front Platform. Comprising LegCo members, district councillors and community leaders, the platform will advance a "Five core action plans" covering accessibility, industrial synergy, water quality, management models and facility upgrades, reinforcing Victoria Harbour's standing as a world-class waterfront.



In celebration of the 30th anniversary of the return to the Motherland, the platform is also planning a large-scale "Harbour-front Festival" next year, connecting promenades across the city through diverse themes and bringing the public closer to the waterfront.



Five core action plans for a "Harbour Life Circle"The platform will drive a five‑point development agenda to transform the harbour front into a key engine for Hong Kong's economy and public well‑being.

 

  • Enhance Victoria Harbour's global image and unique appeal

  • Review waterfront spatial planning and functional zoning

  • Improve connectivity and fill gaps for seamless coastal walks

  • Upgrade facilities and management for a better public experience

  • Improve harbour environment and water quality for a greener waterfront



Priority Studies in Six Districts

In its first phase, the platform will identify key nodes across six districts for initial studies and call on the Government to take forward the proposed improvements. These include:

 

  • Hong Kong Island East: connectivity at Quarry Bay and from Sai Wan Ho to Shau Kei Wan

  • Hong Kong Island West: pedestrian boardwalk at the new Kennedy Town promenade

  • Kowloon West: revitalise Cheung Sha Wan Wholesale Food Market and a 950m pedestrian link from Tai Kok Tsui to West Kowloon Cultural District

  • Kowloon Central: connect Ma Hang Chung to Sung Wong Toi, addressing gas station and pier constraints

  • Kowloon East: seize the opportunity presented by the Yau Tong concrete batching plant demolition to create a continuous waterfront, and secure VTC campus access and green transport links in Cha Kwo Ling

  • New Territories South‑West: revitalise Tsuen Wan Pier and promenade, improve water quality, and create a waterfront gateway at Rambler Channel
