DAB proposes smart waterworks upgrade with urban renewal

Multiple burst pipe and severe leakage incidents have hit various districts in recent months. DAB's Development Affairs Spokesperson and LegCo Member Jody Kwok Fu‑yung, together with DAB Vice‑Chairperson and LegCo Member Holden Chow, LegCo Member Elaine Chik Kit‑ling, and DAB Vice‑Chairperson and LegCo Member Chan Hok‑fung, recently met with the Development Bureau. They submitted a policy proposal on "Upgrading Smart Waterworks Management with Urban Renewal" to Under Secretary Mr. David Lam, urging the Government to comprehensively enhance underground pipe network management and ensure stable water supply for the public.

Kwok called for the Development Bureau to strengthen coordination across departments, upgrade the Underground Utilities Information System, and set clear responsibilities, reply timelines and dispute resolution mechanisms for the inter‑departmental task force. She called for priority coordination of water mains work on high‑risk and busy roads, faster replacement of ageing pipes, and a "water mains replacement plan" in high‑risk areas.

Chow stressed the need to reduce water pressure at source to extend pipe lifespan. He urged faster rollout of a "Smart Water Pressure Management System" and wider use of zonal supply, while minimising outage impact to single buildings or street sections.

Chik proposed consolidating territory‑wide excavation plans to speed up replacement of high‑risk ageing mains, with a clear timetable and a risk‑graded map (levels 1‑5) to track progress. She also called for faster adoption of "Intelligent Pipescope" for proactive maintenance.

Chan suggested studying dual water supply systems in high‑risk areas, improving soil erosion prevention around pipes, and establishing a regular liaison mechanism to enhance emergency response.
