DAB calls for passage of Huanggang Port Hong Kong Port Area Bill
14 July 2026
The DAB welcomes and strongly supports the Government's tabling of the Huanggang Port Hong Kong Port Area Bill in the Legislative Council. The Bill will extend the application of Hong Kong law to the Hong Kong Port Area of the new Huanggang Port, and lay a solid legal foundation for the implementation of the "collaborative inspection and joint clearance" mode, enhancing the passenger clearance experience and efficiency.
As a key gateway for Hong Kong‑Shenzhen cross‑boundary traffic, Huanggang Port plays a pivotal role in fostering exchanges and economic integration between the two cities. The "collaborative inspection and joint clearance" mode will significantly reduce clearance time to about five minutes, greatly enhancing both efficiency and the overall travel experience. This will not only facilitate cross‑boundary commuting for work and study but also unlock the potential for talent flow and industrial collaboration, serving as a catalyst for the Greater Bay Area's high‑quality development and deepening Hong Kong's integration into the national development strategy.
DAB LegCo Members will examine the Bill with due diligence and do our utmost to expedite its legislative process, so that the new port services can be delivered without delay. We also look forward to the gradual extension of the "collaborative inspection and joint clearance" and "seamless clearance" models to other control points, further enhancing convenience for the public and passengers.
