DAB Submits 2026 Policy Address Proposals and Five Year Plan Recommendations

DAB LegCo Members today submitted to the Chief Executive the 2026 Policy Address proposals and recommendations for Hong Kong's five‑year development plan, covering 54 key measures across five areas.

 

Key proposals include:

1.      On livelihood priorities:

  • Local worker protection – Tighten action against illegal workers, suspend imported labour in high‑unemployment sectors, launch an AI job‑matching platform, and prevent displacement of local staff.

  • Medical fee reform – Review fee adjustments to extend automatic waivers to OALA recipients aged 65–74, expand evening and holiday public services, and set up a 24‑hour tele‑consultation hotline.

  • Elderly care upgrade – Expand gerontechnology products under community care vouchers, build more day centres, open subsidised canteens in vacant public housing spaces, and extend the Guangdong and Fujian Schemes to other provinces.

  • SME support – Organise AI forums, provide industry‑specific templates, and subsidise training in AI, digital marketing and e‑commerce.

  • Re‑launch the Tenants Purchase Scheme – Resell public housing units aged 20–30 years, and set up a building maintenance fund under the Housing Authority.

  • "Blissful Northern Metropolis" living standards – Raise per capita public housing space to ~10 sq m as a liveability benchmark, promote multi‑generational and accessible housing, and maintain overall supply through flexible planning.

 

2.      On development drivers:

  1. Northern Metropolis University Town – Prioritise Hung Shui Kiu/Ha Tsuen development, expand university land to 48 hectares, link with San Tin Technopole and Hetao, and establish a platform connecting Hong Kong universities with Shenzhen industries for "Hong Kong research, Shenzhen implementation."

  2. Flexible Northern Metropolis Development – Adopt an integrated approval model to allow parallel site formation, design and construction. Using the Ngau Tam Mei HKUST Medical School as a pilot project with shared funding among Government, private sector and university.

  3. Optimise Hang Seng Index & Promote "Gold Connect" – Review index structure and raise weightings for AI, chip and memory storage sectors. Expand "Gold Connect" to facilitate mainland and RMB‑based gold trading.

  4. Develop Aerospace Industry – Set up a permanent planning body, formulate a development blueprint, offer university courses, subsidise mainland internships, launch talent admission schemes, and streamline listing, insurance and arbitration frameworks.

  5. 30th Reunification Anniversary Mega Events – Set up a steering committee for national‑level celebrations with central ministries and GBA cities, and host events showcasing "One Country, Two Systems" achievements.

  6. Expand Non‑Governmental International Exchanges – Create a "Belt and Road Information Sharing Platform" for businesses, support global internship programmes, and seek central government support for Hong Kong talent in international organisations.

 




We also shared our views on Hong Kong's five‑year plan. We believe that only by implementing the Five-Year Plan in tandem with the annual Policy Address can the blueprint be transformed into reality. We will continue to act as a bridge between the Government and the public, offering suggestions and fully supporting the Government in implementing policies, contributing to Hong Kong's long‑term development and the well‑being of its people.
